
Papakāinga / Housing
On 4 February 1920, Whanganui was partitioned (as part of Hauhungaroa 2A) as a papakāinga for all current and future descendants of Te Maunga.
Starting at the water’s edge at the southern end of the sandy beach in Whaunganui Bay, known as Whekenui, then up and along the ridge of the hill in a westerly direction to Keritaane, then along the ridge of the hill to Oteheitiki and Rukumoana, thence along the hill to Puketapu (to include Whanganui Falls), then to Napatapanui along the ridge north of the hill to Taupiri, thence down Whanganui Bay at the northern end of the sandy beach, and thence in a southerly direction along the boundary of the sea back to the point of commencement.
Whanganui Bay is Māori Reservation land. That means it is set aside for the collective benefit of the people it was reserved for, and it is administered by trustees under a Trust Order. The trustees manage the land on behalf of the people, to protect the whenua and support long-term use such as papakāinga and hapū development.

There is to be NO building down in Whanganui Bay under any circumstances.
Papakainga housing is under review as per our Special General Meeting (SGM) held on 17 May 2025. A follow-up SGM will be held in March 2026 (date tbc) whereby a decision will be made and approved.
All current and potential dwelling owners are invited to attend the SGM in March 2026 as all housing policies are under review. Your input to this process is essential.
